A runaway cab outside Rockefeller Center in New York jumped the curb Tuesday morning and hit a 23-year-old British tourist, severing the womans foot.

Sian Green and a friend were eating hot dogs, sitting next to a fountain, when a cab suddenly crashed through the Midtown crowd and struck her, mangling her legs. Bystander David Justino, a plumber, sprang into action.
He took off his belt and used it as a tourniquet to stop the bleeding until medical personnel arrived.
Celebrity doc Mehmet Oz, who tapes his syndicated talk show at a nearby studio, came running out when he heard the crash. He described the scene later on his Facebook page.
While in a meeting in our offices near Rockefeller Center, I heard an accident occur on the street below, Oz wrote.
A taxi driver lost control of his cab and collided with a woman, badly injuring her leg. David Justino, a plumber from New York, took action, removing his belt and using it as a tourniquet.
"I applaud the quick thinking and heroic actions of David and the first responders. My prayers are with the victim for a speedy recovery."
Justino told the New York Daily news that Green was a strong girl, a brave girl."
"Her left leg was severed off, the other was mangled," Justino said. She was conscious the whole time, the poor thing. I wished she would have passed out."
New York media reported that the driver, 24-year-old Faysal Kabir Mohammad Himon of Queens, lost control of the cab after fighting with a bicyclist. Himon, who was issued a summons for being an unauthorized driver, said he was in shock and called the crash an accident.
One report said that a food vendor put Greens severed foot in a bucket of ice until emergency responders arrived.
The Daily News reported that doctors at Bellevue Hospital will try to reattach one of Greens legs.
"The real hero of the day is plumber Dave, just an average Joe, an average Dave just walking along the street, but he saved her life," Oz told the Daily News.
"It's very smart thinking. A simple thing like a union plumber's belt can save your life.
It was Greens first day of vacation in New York.
