A standoff between Kansas City police and two armed men early Sunday near the downtown entertainment district ended when police fatally shot one of the suspects, who they say refused to drop his weapon.

Ryan L. Stokes, 24, was pronounced dead at a hospital after being shot by an officer about 3 a.m. near 13th Street and Grand Boulevard, police spokesman Capt. Tye Grant said Sunday.
The incident began when police officers observed a disturbance between a group of about six people and two other individuals on a sidewalk near the Kansas City Power & Light District. After officers intervened, the two men said they had been robbed of a cellphone by someone in the larger group. When the officers stopped the larger group, two men ran and police chased them on foot.
Other officers responding to the incident in a patrol car cut off the fleeing men in the parking lot at 13th and Grand and saw they both had guns, Grant said.
“Our officers ordered them to drop their guns, and one suspect complied and surrendered,” Grant said. “The second subject did not comply and continued to resist. The officer felt his action was threatening to the other officers and fired to stop the threat.”
The officer involved in the shooting is on administrative leave while the incident is under investigation. Grant said Stokes was shot a few times, but he was uncertain of the exact count.
The shooting was the second involving police over the weekend.
On Saturday, a Kansas City, Kan., officer shot a motorist who had been driving erratically in a business parking lot. Police said the vehicle accelerated and pinned one officer against another vehicle when police tried to talk to him. The driver and the officer suffered what police described as minor injuries.
