Holland had 3,033 votes to Murguia's 1,454.
The two will now square off in the April 2 general election for the right to succeed outgoing Mayor Joe Reardon, who opted not to seek a third term.
Three candidates were eliminated in tonight's vote: veteran commissioner Nathan Barnes and community activists Cordell Meeks and Janice Witt.
Today's vote was hampered by heavy snow that limited the number of voters to 300 by 11:30 a.m. The pace picked up, though, as the day progressed.
