KC woman is charged in fatal wrong-way crash on I-70

A Kansas City woman who allegedly drove the wrong way on Interstate 70 and caused a fatal head-on crash in December has been charged with involuntary manslaughter.

Chi L. Hoang, who turned 27 on Thursday, allegedly was under the influence of alcohol when the crash occurred at 1:30 a.m. Dec. 15 at the Benton curve east of downtown Kansas City, according to Jackson County court records.

A passenger in the 2002 Toyota Avalon that Hoang allegedly drove, Robert T. King, 26, of Kansas City, was killed.

Police investigators determined that the Toyota was headed east in the westbound lanes before colliding with a GMC Yukon occupied by five people.

Three people in the Yukon suffered serious injuries. Hoang was charged with three counts of second-degree assault in connection with their injuries. The manslaughter charge was filed in connection with King’s death.

According to court documents, Hoang also was injured in the crash and was taken to a hospital, where a blood sample was taken.

Her blood alcohol content was measured at more than 0.18 percent, according to the charges. The legal level of intoxication in Missouri is .08 percent.

A witness to the crash told police that Hoang wore a seat belt in the driver’s seat of the Toyota at the scene, according to court documents.

A $150,000 bond was set for Hoang.
