Chastain takes light-rail issue to Missouri Supreme Court

Transit advocate Clay Chastain has asked the Missouri Supreme Court to consider whether the city can refuse to put his light rail initiative before voters.

Earlier this month, the Missouri Court of Appeals upheld a judge’s ruling that Chastain’s 2011 petition initiative failed to raise sufficient revenue for his proposed project, and thus the city did not have to put the plan before voters.

Chastain hopes the state’s high court will overturn that decision.
