A. Without knowing exactly how bad either situation is, I would recommend fixing the garage/house first. There may be trucks or machinery that need to travel over the driveway to access the repair area. Also, if the settling garage/house connection to the driveway changes with any repairs, you would want the new driveway to accommodate any changes at this transition.
