Authorities accused an off-duty Kansas City police officer today of resisting arrest and assaulting other officers as they attempted to arrest her on suspicion of drunken driving.

Clay County prosecutors charged Megan M. Laffoon, 29, with misdemeanor counts of driving while intoxicated, resisting arrest, assault on a law enforcement officer and attempted assaut on a law enforcement officer.

The incident began around 3 a.m. Wednesday when a Missouri Highway Patrol trooper spotted Laffoon driving a Ford Explorer erratically in the area of North Oak Trafficway and Northeast 106th Street. After pulling her over, the trooper noted that her speech was slurred and there was a “strong odor of intoxicants” in the vehicle, according to court documents filed in support of the charges.

After conducting field sobriety tests, the trooper reported that Laffoon “instantly became enraged” when he told her she was under arrest.

She allegedly refused to cooperate as he tried to handcuff her, and the trooper then forced her to the ground. She continued to struggle and scratched the trooper’s neck. The trooper then used pepper spray on her, but she continued to fight, according to the court documents.

After back-up officers arrived, they were able to handcuff her. Later, Laffoon allegedly head-butted a Kansas City officer as he attempted to seatbelt her in the back of a police wagon. At the Clay County Detention Center, it took approximately seven deputies to force her into a restraint chair, according to the documents.

Laffoon has been an officer since 2005, according to a police department spokesman. Department policy calls for officers accused of crimes to be suspended without pay while the criminal investigation is pending, the spokesman said.
